The New Mexico Environment Department (NMED) Surface Water Quality Bureau (SWQB) will be advertising to fill its vacant Bureau Chief position in June 2008. This position manages and directs staff and operations of the Surface Water Quality Bureau which is responsible for statewide surface water quality issues. The position is responsible for management of 60+ staff in 7 technical program areas: - Monitoring and assessment (includes development of Total Maximum Daily Loads and the 303.d list of impaired waters);
- Point source regulation (includes certification of National Pollutant Discharge Elimination System permits);
- Watershed protection (includes wetlands protection, and projects and permit certifications managed under Sections 319 and 404 of the Clean Water Act);
- Standards development, planning and reporting (includes triennial review and 305.b reporting activities);
- Public water and wastewater utility operator certification;
- River ecosystem restoration initiatives; and
- Special water quality studies.
Candidates are being sought who have at least 10 years experience managing complex water quality programs and with responsibility for strategic planning, performance measurement, legislation and regulation development, financial management, and the delivery of public sector services and programs. Additionally, successful candidates will have a minimum of a Bachelor’s degree in a relevant field.
Successful incumbents must have demonstrated experience and abilities in each of the following areas:
- Participative leadership;
- Development of employees;
- Problem solving and decision making;
- Excellent time management skills; and
- Excellent verbal and written communication skills, including experience working with decision-makers, industry and the public on environmental issues.
